The vibrato that I use is solely produced in the front of my mouth. I
whistle more than I play harp, so much of what I do comes from my
whistling technique.

Try whistling and then add vibrato by bending the note up and down. I
find this technique to work well on all notes and produces a more
consistent sound on all notes ie: overblows, bent overblows, deep
bends and regular notes.

You can do the dsame thing while singing. Try to vocalise
ai-yai-yai-yai-yai.... whistling or singing my jaw is the thing that
does all of the work.
