Hi Jack:

The tuning you are referring to is often called "Paddy
Richter".
Brendan Power has been known to promote it and you will find
this
tuning listed in Pat Missin's alt tunings collection.

Raising the 3-Blow a whole step results in a great plagal
tuning
for straight harp (1st position), especially for Celtic and
folk
tunes. I also play (and make) Irish whistles and low
whistles.

You can also construct the "Paddy Richter" tuning by
combining
Lee Oskar reed plates. Use the Top Plate from a Melody Maker
(tm)
and the Bottom Plate from a Major Diatonic. Note: Melody
Maker (tm)
tunings are labeled with their Cross Harp key (2n position)
,
therefore a G MM and a C Major Diatonic would be used to
create
a Paddy Richter. After combining the plates, a little fine
tuning
may be necessary.

BTW, don't throw away the left-over plates. They can be
combined
together to create a Country Tuning (Major 7th) harp, where
Draw
5 and 9 are raised a half step.
