Because the major player in draw note bends is the blow
reed in the same hole, and the major player for blow note
bends is the draw reed in that hole. This can be
tested by blocking first one and then the other of the
two reeds in a hole (e.g. with a finger after removing
the coverplate) and trying the bends with isolated reeds.
